yofScienceandTechnologyBeijing,Beijing 100083,China;2 HenanPolytechnicUniversi y,Jiaozuo 454003,China)Abstract:WhileweakmanagementispopularlyblamedforaccidentsfrequentlyoccurredinChina’scoalmines,ananalysisonaffectionofsuchfactorsasmanagement,techniquesandfacilitiesoncoalminesafetywasconducted,byusingcomparativeanalysisandrelativeanalysismethods.Thestudyindicates:safetymanagementiscloselyre latedtocoalmineaccidents,however,thefinalsolutiontocoalminesafetyproblemssuchasfatalcoalmininggasexplosionwillprimarilyrelyontechniquesandfacilitiesratherthanmanagement;low levelfacilities,insufficientresearchonbothbasictheoriesofsuchdisasters,andtheirpreventiontechniques,arethedeep rootedreasonsforthehigh ratedaccidentoccurrenceincoalmines.Basedontheconclusionthusdrawn,themarginalsubstitutionrateofsuchinputfactorssuchastechniques,facilitiesandmanpowerwasstudiedandputforward.
