Abstracts: The coal accidents occur continuously in China, especially in recent years. The accident has brought the heavy economics losing and bad society impact. The signs have emerged before the happening of the coal accidents, the accidents occur mainly because of the management leak. The main task of coal safety management is to find the management target firstly, and then establish the management standard and management measure for the management target. The hidden troubles are identified before the happening of the coal accidents and removed by the management standard and management measure.
