[摘要] 煤炭是能源产品，也是重要的化工原料，煤炭产品的开发，给现代社会带来了深刻影响。中国是世界上最早开发利用煤炭的国家，但煤炭生产真正的发展还是1949 年以后。半个多世纪以来，除１９９７－２０００年期间出现递减以外，中国煤炭产量一直保持较快的增长。有成绩，同样有问题，煤炭生产在发展中遇到的问题较多。譬如散乱差、安全事故频发、资源浪费、环境污染严重等总是难以解决。与世界发达国家相比，中国煤炭生产将何去何从？

一、中国煤炭生产的发展
作者认为，1949年中华人民共和国建立以来，中国煤炭生产主要经过以下阶段：
起步阶段：1949年～1957年
曲折发展阶段：1958年～1965年
缓慢阶段：1966年～1976年
大步前进阶段：1977年～1985年
快速发展阶段：1986年～1996年
递减阶段：1997年～2000年
稳步发展阶段：2001年～今
总体来看，中国煤炭分为两个阶段。第一阶段是对煤炭无偿开采阶段，第二阶段是对煤炭有偿开采阶段。这两个阶段以1980年为分界线。
中华人民共和国建立以后，中国煤炭生产制定了矿井基本建设“大中小并举”方针，因地制宜，能大则大，能小则小。并在长达30多年的时间里，中国煤炭基本上是无偿开采。只是到了80年代，人们才提出煤炭有偿开发。并在《矿产资源法》要求煤炭资源实行采矿权转让，但实际转让费都很低。
中国煤炭开发第二阶段，是随着改革开放的进一步深入提出来的。这阶段，已经历了24年。24年中，煤炭产量只有4年递减，其余20年都在增长。
